Reliability:
Sometimes slow during peak hours and looks like too much going on at once. But all in all it is a reliable host. We give them a 7 out of a 10. We suggest looking around for other solutions and other providers due to their slow times in between to make sure your customers have an uninterrupted visit on your site.
Technical Support:
PowWeb is connected to nine major tier 1 providers with full redundancy. This means if one connection goes dead another one will pick up. Since the host was not able to provide names of the companies used this is an unsupported claim only. Live Chat and toll-free numbers are available which give them a plus.
Control Panel:
The PowWeb OPS Control Panel is an online system for you to manage all aspects of your hosting plan. Migration allows you to finalize the migration of your sites from the old to the new platform. The tools on this tab allow you to monitor, compare and review your sites on both platforms before you finalize the migration. Services: Links you to information and tools that help you manage the technical components of your account, including Mail Central, SiteTools, FTP access and MySQL tools. Personal: Allows you to manage information about your account, including your company information, passwords, contacts and subscriptions.

Not quite sure that they are better then anyone else but since they are around since 1999 I would have to say that they are here to stay and are not worse then most others. SO they sure deserve a shot if you’re looking for a hosting with a free domain.
